    At an event on 9 January 2018 consultants Phil Jones Associates and Integrated Transport Planning presented their ideas for tackling the congestion problems in the city centre. While the ideas are interesting there was little opportunity for an informed debate on the potential effects of the two options presented. We hope this failing can be overcome in the next stage of the process.

  • Oxford Local Plan 2036 – OCS Comments

    Our response to the Preferred Options consultation document

    We have reviewed all 106 Preferred Options. We agree with 34 of them and agree with a further 61 with reservations and suggested refinements. We do not agree with 11 of the Preferred Options. We have added an additional Option for consideration. We also comment on strategic planning issues including the coordination of Oxford’s Local Plan with those of the neighbouring Districts, city centre polices and the synchronization of Oxford Local Plan preparation with current and planned city-wide and city centre transport studies. Our heartfelt thanks go to our Planning, Transport, Housing and Oxfordshire Futures Groups for their hard work in preparing this response.

    OXFORD CIVIC SOCIETY Response to Oxfordshire County Council consultation

    We have serious criticisms about the way this consultation is being handled, as well as comments on the various solutions. The information does not explain why we need to decide long term options for the A40 now. It is too early to present specific options which might cost £100m or more when there is no coherent long-term plan for land use or development in the Oxford region. Big investments like this can only be justified by their support for major developments and if they can reduce congestion by encouraging more efficient and sustainable means of travel.

    The Statement of Community Involvement (Planning) (SCIP) appears to be rooted in the statutory requirements for consultation on planning matters. This is understandable and necessary but it is not actually sufficient. Although we are pleased to see reference to the Oxford City Council Community Engagement Policy[1] we are concerned that the intention stated in that policy to put collaboration at the heart of the city’s planning processes is not reflected in the draft SCIP.

    Before any development of the Northern Gateway site the problems of serious traffic congestion, noise and chronic air pollution must be resolved. This is recognised in the adopted Core Strategy. The AAP Proposed Submission differs from the Core Strategy with no justification, making it unsound and potentially, we suspect, illegal.

  • Barton Area Action Plan

    Paving the way for a new suburb of Oxford.

    The need for more housing in Oxford is probably as great as in any other city outside London. The Barton Area Action Plan is part of the City Council’s response. It sees development extending west from the existing Barton community and adding approximately 850 dwellings. We recognise the importance of achieving a positive outcome for Barton. Equally, the concerns of Headington residents and the preservation of the Conservation Area must be respected.
