Erection of a first floor rear extension. Alteration to 1no. window rear elevation (Retrospective)

This application is for a house which now contains 8 bedrooms and 6 ensuites and one shower/toilet for the two other bedrooms to share – capacity, possibly, 16 people.  Surely, quite apart from the permission needed for the larger-than-permitted Ist floor, this should be an HMO? And where are the details of amenity area, bicycle storage, parking and wheelie bins site?  Until these aspects are established, retrospective permission should not be given.
