Proposed change of use from office (Use Class B1(a)) to residential (Use Class C3) to provide 114 x 1-bed flats and 20 x 2-bed flats.

 Oxford Civic Society would recommend that this application for change of use ‘in principle’ should be refused pending the submission of more detail.

Such detail would be required to enable the City to consider the suitability and performance of the main building if converted from desirable dual aspect office accommodation, to residential accommodation comprised entirely of single-aspect dwellings in the main building, accessed by an internal ‘race-track’ corridor, with a significant percentage of dwellings having only a Northern aspect.
