Demolition of detached dwellinghouse. Erection of 2 x 4 bed semi-detached dwellinghouses (Use Class C3). Provision of private amenity space, car parking, bin and cycle store. 

This application fails to show the overall height of the proposed houses, or the relationship to the height of the adjacent properties. The suggested conformance to the rule relating to overshadowing is illustrated only by a 45o line on plan, omitting a line drawn at a vertical elevation of 25o. The proposed bin storage area shown obstructs the access to the secure bicycle parking, details of which are not provided. The site lies in a CPZ, and is within 800m of shops at Kendall Crescent, and within 400m of frequent bus services on both Banbury and Woodstock Roads; it thus falls within the ‘car-free’ development criteria of the adopted Local Plan; despite this, 2 parking spaces per house are shown, so the proposal is clearly in breach of policy M3 and Appendix 7.3 of the Local Plan. The provision of these parking spaces necessitates removal of 2 trees, which it is not proposed to replace; this is in breach of policy G7 of the Local Plan. We would urge refusal of this application pending resolution of these issues.
