Sub-division of existing dwelling to create 1 x 1 bed flat and a 1 x 2 bed dwelling (Use Class C3) (Retrospective)

This is one of a pair of semi-detached dwellings with side access. The immediate neighbour has commented and is clearly unhappy. They say that “the work does not appear to be completely finished as there is no access from the front door to the back of the house. The work area was extremely messy and I really don’t want to experience that again”.

The application omits to include replacement of rear conservatory with a single storey extension as part of the ground floor dwelling. We are told in the accompanying letter that the property has been used as an HMSO for a number of years. There is no supporting document for this change of use. The work was started in June 2019 but no comments from neighbours were apparently received questioning it. The work was said to have been completed in September2020. This lengthy period would seem to justify the complaint from the neighbour. The Survey and existing drawings referred to in the letter are not present. It is unclear from the submitted drawing how the subdivision works to comply with appropriate health and safety standards, how the ground floor accommodation is accessed and if necessary to show how suitable arrangements for waste and cycle storage are made. OCS recommend deferment until appropriate annotated plans and elevations are submitted to assess the application.
