Proposed change of use to first and second floors from Hotel (Use Class C1) to 3no. apartments ( 2no. residential (Use Class C3) and 1no. House in Multiple Occupation (Use Class C4)). Internal alterations.
The very strange configuration of this Grade 2 listed property does not lend itself well to the proposed change to residential use. The windowless rooms are arguable acceptable for short stay hotel guests but not for long term residents. It is also unclear how what would become party walls between adjacent apartments would be dealt with. There are no explanations for this. The part of the proposal which would create an HMO is also defective in the inadequate provision for cycle parking and for the management of refuse and recycling. The Oxford Civic Society considers that the issues must be clarified and addressed.
