Change of use from dwellinghouse (Use Class C3) to House in Multiple Occupation (Use Class C4). Provision of cycle store.

We have seen recent applications for change of use to HMOs where plans include extra bedrooms in garden rooms which are separate from the main house. We query whether it is acceptable for residents to be obliged to go outdoors in order to access the kitchen. In this property there is a storeroom which can only be accessed from the bedroom in the garden room. Is this intended for the use of all residents? If so, too much disturbance would be caused to that tenant. There should at least be a condition that the garden room cannot become a separate dwelling. There is also no information about bin storage.
