Erection of a part single part two storey rear extension. Alteration to roof.

This application states in the Design and Access Statement that it is an addition to application 20/00223/FUL for enlargement to existing basement flat at the same address, which was approved on 20 March 2020. However, the application also includes the plans for the changes to the house shown in application 20/00181/FUL for a change of use from a House in Multiple Occupation (Use Class C4) to a large House in Multiple Occupation (Sui Generis), which was rejected on the same date. It was stated that the rejection was based on: “The proportion of buildings used in full or part as a House in Multiple Occupation HMO within 100 metres of street length either side of the application site would exceed 20% and therefore the proposal would not deliver a balanced mix of housing to the detriment of the objective of creating sustainable communities. The development proposed is therefore contrary to Policy HP7 of the Sites and Housing Plan 2011 – 2026 and Policy CS23 of the Oxford Core Strategy and the City Council finds no basis for making an exception to this policy based on other site specific considerations in the absence of evidence supporting the application otherwise.” As these grounds for rejection must still exist the plans in this application cannot in the opinion of the Oxford Civic Society be approved.
