The applicant claims the area in question will be used by service and maintenance vehicles only and not by the residents of the flats. This is unconvincing and unlikely to be the case as custom and practice is that residents park their vehicles in the area. Aside from this, there are safety concerns relating to parked vehicles in a bus lane, or on the pavement, while a key to the rising bollard is sought. As has already been observed, service and maintenance vehicles can access the property from Horwood Close. The application should be refused and the car free status of the development enforced. Closing the gap in the wall would render the space an amenity area as proposed in the original application for the apartments.
