Change of use of dwellinghouse (Use Class C3) to a House in Multiple Occupation (Use Class C4) (Retrospective) (amended plans and description).

We entirely endorse the recommendations of the Assistant Transport Planner, Glen Speakman:  this application is in conflict with HP16.  The applicant should only be granted permission to have retrospective approval of the covered, secure cycle parking unit for 6 bicycles is moved to the front of the house instead of the back.  There may be access at the back of the garden but this is via a too-narrow and complicated path.
