Change of use of dwellinghouse (Use Class C3) to a large House in Multiple Occupation (Use Sui Generis). Erection of a two storey side extension and provision of bin and cycle stores.
It is noted that a previous application on this site (0842/86) was refused by the Council on the grounds of ‘overdevelopment of the site tantamount to the creation of a separate self-contained unit’. OCS recommends that the Council take this into account when assessing the feasibility of the new application which anticipates an HMO with potentially eight occupants. This high level of occupancy could create parking issues with only one permit currently allocated to the property. The provision for bin storage at the front of the property adjacent to the one off-street parking space should be rethought and located at the rear of the property, alongside the proposed cycle racks.
