Change of use of dwellinghouse (Use ClassC3) to a House in Multiple Occupation (Use Class4)
The documentation accompanying this retrospective application is uninformative and does not demonstrate that the changes made conform with planning regulations. For example, all plans provided are ’existing’, there is no record of what existed before the changes were made.
The property is a terraced house with no front garden and thus the arrangements for cycles and refuse bins need to be considered. There is no evidence of rear or side access on the plans. It must be assumed therefore that such traffic would go through the property via a series of doors – front, hall, kitchen.
OCS would recommend that more information is sought from the owner and that a site visit should be undertaken.
