Variation of condition 4 (Variation of Road Traffic Order) of planning permission 16/01624/FUL (Change of use from dwellinghouse (Use Class C3) to House in Multiple Occupation (Use Class C4)) to enable the site to be eligible for residents parking permits.

Condition 4 to the original planning consent was imposed for the reasons stated; there is no evidence of any change in circumstances, and none is provided with this application. The relaxation of this condition would enable the existing off-road parking spaces to be rented separately to commuters, and would hence have a potentially adverse effect on traffic volumes and congestion. Consent to the removal of Condition 4 should be refused.
